  • Establish and monitor project budget through the duration of the design and pricing efforts
  • Analyze building systems and components for cost and time impacts and local availability - advise team of potential building concerns
  • Review drawings for potential Value Engineering opportunities – offer suggestions to team for consideration
  • Review drawings for constructability and quality issues and work with design team to address findings
  • Interface with building officials, fire marshal and utility service providers to coordinate requirements for project
  • Arrange preliminary reviews with building officials and fire marshal
  • Identify long lead items and assess impact to schedule and advise team of possible early procurement needs
  • Evaluate schedule for possible need for early start of portions of work (fast track) – advise team of findings
  • Consider early release of site development package as well as foundation and structural packages
  • Secure foundation-only permit for early start under fast track scenario, if utilized
  • Analyze site utilization and logistical issues
  • Implement Stormwater Pollution Prevention Plan
  • Develop site safety management plan and monitor implementation
  • Organize and manage bid phase including:
    • Pre-qualification of subcontractors and vendors
    • Preparation and distribution of bid packages
    • Solicit bidding
    • Receive, tabulate and review bids and make recommendations for awarding subcontracts
    • Issue subcontracts
    • Ensure completeness of scope
    • Provide team complete access to all bids and cost information – “open book” policy

The Pre-construction Manager will utilize the capabilities and coordinate the input of the cost estimator, the Project Manager and Superintendent assigned to the project, as well as that of the Corporate Quality and Safety Officers. The final pre-construction activity will be a coordination meeting at which the completed project plan (estimate, subcontracts, quality and safety reviews and the preliminary schedule) are transferred to the construction phase team.
